He believed the twelve hours had passed and Jones stayed of her own free will, which in his mind meant that she cared for him. However, it wasn't all as simple as Kilgrave thought. When time expired and Kilgrave's powers wore off, Jessica remained with him - much to his delight. This required a twelve-hour window from his last command.
If she truly loved him, she would stay without force. Within that time period Kilgrave devised an experiment to test Jessica's loyalty to him.
